Developing countries also expressed that "they would prefer to see collaborative development", meaning that the existent OER material could be suited, translated, adapted, or modified to cultural and linguistic context.
There is also a concern in developing countries related to ICT infrastructure. The lack of sufficient infrastructure may be a barrier for many developing countries. According to D´Antoni, "there is a tension in terms of development between wanting to create very rich digital material and wanting to make it widely
available by taking into consideration the constraints related to access in many countries".
She also points as a serious issue that, in the UNESCO OER forum, participants from developing countries did not participate, talked or interacted, even they were "half of the number". However, they do no leave either.
So, why is it that developing countries remain quiet and observers of such a global and growing movement?
